You then choose how the work goes to market β€” and we can bid for it ourselves, stay out of it entirely, or run the whole appointment and delivery process on your behalf.

Not every project needs every stage run by us β€” plenty of clients bring us in for the design and tender pack only, then run the appointment themselves. This is the full process when you want it end to end.

Stage 1

Discovery & design brief

Workshops with your stakeholders and, where relevant, your design team β€” turning requirements and constraints into a written brief everyone’s signed off on before a single drawing gets started.

Stage 2

Design & specification

CAD and BIM-aligned drawings, equipment schedules and a technical specification, coordinated against the architectural and M&E design rather than produced in isolation.

Stage 3

Tender pack production

Specification, drawings, pricing schedule and evaluation criteria assembled into a single pack that’s genuinely comparable across bidders β€” the single biggest factor in whether a tender process actually works.

Stage 4

Tender route & issue

You choose the route β€” blind tender with us bidding alongside others, or an open market process where we act purely as your technical advisor. Both are covered below.

Stage 5

Scoring & evaluation support

Structured scoring against your published criteria, a written evaluation summary, and a recommendation you can defend to a board, a committee, or an audit.

Stage 6

Appointment, delivery & the maintenance wrapper

Contractor appointed and, if you want it, we stay on to project manage delivery and wrap the finished install into an ongoing support and maintenance contract.

Blind tender, open market, or somewhere in between β€” you choose

We can design the specification and then bid for the work ourselves. That’s a legitimate route, and one plenty of clients want β€” but it only works if it’s run properly, so here’s exactly how each option works.

Blind tender (we bid too)

We produce the design and tender pack, then submit our own bid alongside other invited contractors β€” evaluated against the same published criteria as everyone else, with scoring handled or independently verified by you or a third party so there’s no advantage in having written the spec.

Open market tender (advisory only)

We produce the design and tender pack and run the process, but don’t bid ourselves β€” acting purely as your technical advisor from brief through to appointment. The right route when independence has to be beyond question, such as certain public sector procurements.

Hybrid / direct award

Design and tender pack produced to the same standard, then issued only to your existing approved suppliers or delivery partners β€” or awarded directly to us where your procurement rules allow it, such as via the Scotland Excel framework.

After the contractor’s appointed

Stay involved, or hand it off β€” either works

Project management & delivery oversight

We can stay on as your client-side representative through installation and commissioning β€” chasing programme, checking work against the specification we wrote, and flagging anything that drifts before it becomes a problem.

Maintenance wrapper

Once the install’s complete, roll it straight into an ongoing support & maintenance contract β€” so the project doesn’t end with a handover email and no one accountable for what happens next.

A blind tender is where the party that wrote the specification β€” in this case, us β€” also submits a bid for the work, evaluated against the same published criteria as every other bidder. It’s a legitimate and common route, provided the scoring is handled or verified independently so there’s no advantage in having written the spec.

Can Efficient IS design the specification and then bid for the work itself?

Yes, via a blind tender β€” or we can act purely as your technical advisor and stay out of the bidding entirely if you need independence beyond question. You choose the route at the start of the project, not partway through.

Do you provide CAD and BIM drawings?
